Maynard Nexsen Welcomes Arbitrage Compliance Professional

Maynard Nexsen, a full-service law firm with 24 offices across the United States, is pleased to welcome Samantha Duke as the Managing Director of Arbitrage Rebate Compliance in the Firm’s Public Finance practice group, bringing 37 years of arbitrage rebate calculation experience.

Ms. Duke began providing arbitrage compliance services in 1987, shortly after the arbitrage rebate requirement was expanded to cover all tax-exempt bonds as part of the Tax Reform Act of 1986. She has helped firms develop and grow their arbitrage rebate practices throughout the evolution of the arbitrage rebate regulations and has experience with the complexities involved in complying with the arbitrage rebate requirements having prepared or reviewed more than 7,100 arbitrage rebate calculations for issuers and obligors in more than 40 states and territories.

We could not be more excited to have Sam joining our team,” said Barry Staples, Chair of Maynard Nexsen’s Public Finance Practice Group. “Sam’s expertise will significantly expand our arbitrage rebate practice and be a wonderful complement to our existing bond practice. She will be a tremendous asset to our public finance clients at a time when her services will be greatly needed.”

Prior to joining Maynard Nexsen, Ms. Duke spent 19 years with Ernst & Young and 12 years as the Group Manager of The Bank of New York Mellon Trust Company’s Arbitrage Compliance Group. Immediately prior to joining the Firm, she was a Senior Rebate Manager for an Indiana-based firm. Samantha graduated from Rhodes College with a B.A. in Economics and Business Administration.
